Outram Crown — Pearl’s Hill
Outram Crown is a high-density public housing proposal at Pearl’s Hill, conceived as a contemporary interpretation of the Shan-shui landscape tradition. The design is structured around three principles—Path, Threshold and Heart—creating a sequence of movement, landscape and communal spaces that connects Outram Road to Pearl’s Hill City Park. The architectural massing abstracts the relationship between Shan (mountain) and Shui (water), with terraced landscapes and sculptural forms shaping a new residential landmark within the city.
As an early design lead, Wei Jian was involved in establishing the project's architectural concept, tower planning, massing strategy and design development. A key consideration was to reconcile the ambition of a landmark development with the efficiency required for contemporary public housing construction. The proposal developed a 60-storey single-tower configuration, allowing a compact and highly rational structural and planning system while maximising the efficiency of the site.
The project also explored the integration of Prefabricated Prefinished Volumetric Construction (PPVC) as part of the design strategy. The rationalisation of the tower layout and repetitive residential modules supported a more efficient construction sequence, including the potential for a single tower crane to serve the erection of the prefabricated modules. This integration of architectural planning and construction methodology allowed the project to pursue both design ambition and buildability—demonstrating how high-density housing can be conceived as an efficient, repeatable system without compromising communal space, landscape or architectural identity.
At over 60 storeys, the Pearl’s Hill development is now planned by HDB as Singapore’s tallest public housing project, comprising approximately 1,700 flats and over 140 public rental flats. Its location beside Outram Park MRT and at the foot of Pearl’s Hill City Park places the project at a significant intersection of high-density urban living, heritage, landscape and public infrastructure.
Outram Crown represents an early exploration of how architectural identity, public housing efficiency and modern construction technology can be brought together—using a simple tower system to create a highly connected and human-centred urban environment.
